I've come across two flavors of plastic training ammo in years past, nether was very accurate past 50 yards. Both types of this ammo were very good for using your rifle as a "home defense" weapon though. This because of several factors... 1. Low wall penetration capability. 2. Very good short-range accuracy, my experience was that it was spot on at 25 yards and you could depend on a 10 shot group less than 6" out at 50 yards. 3. The high velocity of a rifle round hitting a target like a pine tree or a construction grade 4X4 would cause a hole about 3 to 4" in diameter and about 1 to 2" deep. In short these things went off like little high explosive charges upon impact!

However, from the look of what Dan's is offering, to me it seems to be similar to the 7.62 X39 rounds that were offered on the "surplus" market long about 1994. Those were a plastic core with a gray/black painted copper washed steel jacketed bullet that originated in what was East Germany just a few years before that time. The only other I've come across was 5.56 NATO that was an exposed plastic core that had a copper ring around it that engaged the riffling of the barrel. Again, a fun to shoot very short range round that was devastating inside of 20 yards.

Were I you I check with Dan's and determine if the jacket material of these bullets was steel to something else. My guess is that you'll find them to be steel jackets with a plastic core.
